
Kuala Lumpur, 19 Nov 2025 – Twelve Industrial Collaboration Programme (ICP) providers were recognised for fulfilling their obligations under the ICP framework for procurements involving the Ministry of Transport, Prasarana Malaysia Berhad, and MRT Corporation since 2024.
ICP, managed by Technology Depository Agency Berhad (TDA) under the Ministry of Finance, oversees government procurement and promotes local industry participation.
Companies are required to comply with ICP obligations when awarded contracts of RM50 million or above for foreign firms, and RM100 million or above for local firms. These obligations ensure that high-value government procurements contribute beyond operational needs, creating technology transfer opportunities, knowledge enhancement, and sustainable economic growth for Malaysia.
The Relief of Obligation ceremony officiated by Datuk’ Hajah Norison Ramli, Divisional Secretary, Government Procurement Division, Ministry of Finance (MOF) was held during the Transport Expo Asia 2025 from 11–13 Nov 2025.
Covering Chief Executive Officer, Mohamad Rafidi Mat Dahan commended the ICP providers for their strong commitment to fulfilling obligations under the ICP framework, noting that these efforts continue to deliver meaningful benefits to Malaysia’s industrial ecosystem.

“The ICP programme continues to generate significant national value. By strengthening local industry capacity, leveraging domestic resources and expertise, and developing technical modules, it plays a key role in boosting Malaysia’s industrial competitiveness,” he said.
The recognised companies include Indra Technology Malaysia Sdn. Bhd., Heitech Padu Berhad, Novatis Resources Sdn. Bhd., CKM Landas MRO Sdn. Bhd., Advanced Air Traffic Systems (M) Sdn. Bhd., Indra–Rasma Consortium, Bombardier Transportation–Global Rail Consortium (BTGR), Sapura–EV Dynamics Consortium (SECO), China Communication Construction Company Ltd–George Kent Malaysia Berhad JV (CGJV), MMC Gamuda KVMRT (T) Sdn. Bhd., and Hyundai Rotem–Apex Communication–Posco Engineering Consortium (HAP).
These organisations have demonstrated strong commitment to enhancing local capabilities, fostering innovation, and supporting Malaysia’s industrial growth agenda in driving national competitiveness forward.
